Used car inspection certification in China
In accordance with relevant provisions in the Law of the People’s Republic of China on Import and Export Commodity Inspection and the Law of the People’s Republic of China on Road Traffic Safety, administration over entry verification of the Vehicle Identification Numbers (referred to as the VIN for short) of imported motor vehicles are determined to be carried out :
1. Vehicle Identification Numbers (VIN) of imported motor vehicles shall be in conformity with provisions of the national compulsory standards: Road Vehicles—Vehicle Identification Number (VIN)（GB 16735-2004）. For imported motor vehicles of which the VIN cannot meet the foresaid standards, with an exception of those approved by the State for special needs and those carried by permanent personnel from a foreign country or personnel of embassies and consulates of China in a foreign country or region, the import shall be prohibited by inspection and quarantine institutions, and the registration shall be rejected by public security organs,
2. For facilitating the inspection and quarantine report as well as the clearance of imported motor vehicles, the holder of certificate of China Compulsory Certification (CCC certificate) or his/her authorized agent shall, before the import, submit the VIN of all the motor vehicles to be imported and relevant structural parameters to the authority issuing the CCC certificates for archival filing. In order to facilitate the entry verification of the VIN of imported motor vehicles conducted by the port inspection and quarantine institution, the certification authority shall report the foresaid documents to the AQSIQ and the SCARC after checking and classification.
